Blackout in Brazil: Hydropower and Climate Change

It’s everyone’s worst nightmare: being caught in an underground subway in the midst of a power outage. Yet, that is exactly what happened recently when Brazilian commuters in the city of São Paulo were trapped inside trains and literally had to be pulled out of subway cars. In addition to sparking problems in public transport, the blackout or apagão led to hospital emergencies and the shutting down of several airports. In all the power outage darkened approximately half of the South American nation, affecting sixty million people.

In recent years Brazil has become an economic powerhouse yet the blackout exposed vulnerabilities in the country’s infrastructure. In the wake of the power outage, government officials intent on sustaining high economic growth have tried to figure out what might have gone wrong with the country’s electrical grid. Initial reports blamed the power outage on the massive Itaipu hydroelectric dam though a spokesperson for the facility said there had been no problem at the plant.

Itaipu, the official stated, was solely responsible for power generation and the failure occurred in the transmission line. Perhaps, the Energy and Mines Minister declared, a chance atmospheric event like a storm could have disconnected Itaipu. While the authorities conduct further investigations into the matter, some are concerned about the scope of the apagão and have demanded a more detailed explanation.

In addition to power outages there are other, more profound problems associated with hydropower, problems that now concern us all. Indeed, hydroelectric plants lead to emissions of methane which are formed when vegetation decomposes at the bottom of reservoirs devoid of oxygen. The methane is either released slowly as it bubbles up in the reservoir or rapidly when water passes through turbines.

One Brazilian dam, Balbina, flooded about 920 square miles of rainforest when it was completed and during the first three years of its existence the actual reservoir emitted 23 million tons of carbon dioxide and 140,000 tons of methane. Dr. Philip Fearnside, a scientist who I interviewed for my upcoming book No Rain In the Amazon: How South America’s Climate Change Affects The Entire Planet (Palgrave Macmillan, April 2010), has calculated that during this time Balbina’s greenhouse gas output was four times that of a coal-fired plant producing the same amount of power.

The news is particularly troubling as methane is twenty times more powerful a greenhouse gas than carbon. Environmentalists say that methane gas produced by forests inundated by hydroelectric projects accounts for one-fifth of Brazil’s greenhouse gas contribution to global warming.

How concerned should we be about dams and their effect on Earth’s climate? According to researchers, the world’s reservoirs release 20 percent of the total methane from all known sources connected to human activity, including livestock, fossil fuels, and landfills. Experts say that same methane released by dams, meanwhile, accounts for 4 percent of total global warming while reservoirs contribute approximately 4 percent of all carbon dioxide emissions resulting from human activity.

The issue of hydro power has been climbing up the political agenda of the world’s leading scientists: in 2006 the Intergovernmental Panel on Climate Change (IPCC) included emissions from artificially flooded regions in its greenhouse gas inventory. That hasn’t stopped Brazilian policymakers however from proceeding full throttle with their plans for Amazonian dams and currently the country relies on hydropower for more than 80% of its electricity. In particular, the government has pushed a controversial dam project called Belo Monte. Scientists have raised the alarm bell about the complex, which will cause an increase in greenhouse gas emissions due to the decomposition of organic matter within the stagnant water of the reservoir.

President Lula has said that developing hydro power in the Amazon is essential if the country wants to sustain more than 5 percent growth. The mere fact, however, that Brazil is afflicted by chronic energy problems does not mean that Lula must sacrifice the rainforest to hydro power and thereby intensify climate pressures. Indeed, critics charge that Lula’s dam building is merely designed to satisfy big business which gobbles up energy so as to export tropical commodities.

With all of the social drawbacks associated with hydro power, not to mention the implications for climate change, why won’t authorities consider meeting Brazil’s future energy needs through alternative means? Environmentalists argue that the Lula government should upgrade existing energy systems and push through rapid development of wind, solar, and biomass technologies. If Lula adopted such clean technologies Brazil could meet its electricity needs through 2020 and actually save $15 billion in the process.

Sounds like a proposal worth exploring, but predictably the electrical sector has wasted no time in attacking environmentalists for being utopian and naive. To retrofit older dams and cut transmission losses is simply wishful thinking, the powerful lobbying group has charged. One expert reports that hydroelectric projects die hard in Brazil. “It’s like a Dracula movie,” he says. “Every 20 years or so, it surges up out of the coffin. You have to drive the stake back through the thing and make it go away again.”

Where is all the money coming from for these hydroelectric initiatives you ask? One chief culprit is the Brazilian National Development Bank, the financial arm of the Ministry of Development, Industry and Foreign Trade. Because of the incestuous relationship between the government and hydropower, it’s politically difficult to challenge these boondoggle projects.

But just in case you thought methane-producing dams were a strictly Brazilian affair, consider that the Inter-American Development Bank (IADB) is also expected to contribute financially to hydro electric projects despite heavy lobbying from environmental and human rights groups that have been urging the bank to steer clear of such initiatives.

Moving away from hydropower and solving our climate conundrum will require political leadership in Brazil but also significant international cooperation. As we move forward in crucial climate change negotiations, the Global North needs to do much more to invest in truly green technology such as wind, solar, and waves. Instead of sponsoring hydropower, large financial institutions as well as affluent countries should provide clean energy transfers to such nations as Brazil.

Failure to act now could exact a heavy environmental toll and condemn Brazil to a vicious energy-climate trap. Consider the case of an earlier, 2001 apagão: in that year, a blackout crippled the country and authorities were forced to decree emergency measures, including a ban on power-hungry floodlights. A special government task force (nicknamed the “Blackout Ministry”) called for the switching off of lighting on streets, beaches, and squares. In the midst of the energy crisis some Rio business leaders feared a crime wave and called for the army to be deployed in the event of power cuts.

Meanwhile, panic-stricken citizens stocked up on candles, generators, and flashlights. When the rationing went into effect, cutbacks obliged schools and businesses to close and disrupted transportation, trade, and leisure. As street lighting in most major cities was cut 35 percent, police night shifts were increased and even Brazilians’ prized night games of soccer were prohibited.

The connection between hydro power and climate change is becoming all too painfully clear. Consider: the immediate cause of the 2001 energy crisis and blackout was a severe drought–the worst in more than sixty years. When the dry spell hit, water levels at hydroelectric plants fell to less than one-third of capacity.

In the long run hydro power may be caught in a vicious cycle of its own making: as large boondoggle projects such as Belo Monte proliferate, they may emit harmful greenhouse gases and thus contribute to climate change and increasing drought. But if global warming dries up parts of the Amazon, Belo Monte and other dams like it could wind up being white elephants as there won’t be much water left to harness.

Colombia-Venezuela Hostilities

As a result of Colombian President Álvaro Uribe’s decision to allow six U.S. military bases on his country’s soil the propaganda war has heated up in the Andean region. In neighboring Venezuela, Hugo Chávez says Colombia is seeking to destabilize the border and has hinted that war could be imminent.

When Uribe and Chávez slug it out rhetorically the two constantly employ historical references, in particular to the Great Liberator Simón Bolívar. A leader of the independence struggle against Spain, Bolívar was a member of the Caracas aristocracy and liberated Venezuela, Colombia and Ecuador from imperial rule in the early nineteenth century.

Why is this Bolivarian rhetoric still so common and integral to politics in the Andean region? To answer that question I wrote a piece for the Washington, D.C-based Council on Hemispheric Affairs in March, 2008.  I was prompted to write the piece in response to the political crisis stemming from a Colombian military raid on a FARC guerrilla encampment within Ecuadoran territory. For years the Colombian government has been at war with the leftist FARC and is wont to pursue its political enemy across its borders in Venezuela to the east and Ecuador to the south.

Then as now, Uribe’s U.S.-assisted military brinksmanship resulted in a rhetorical outburst from Chávez. In light of the current crisis and threat of war perhaps it’s instructive to revisit my original piece for the Council on Hemispheric Affairs.

Looking back on my article written a little more than a year ago it is striking how little politics has changed in the Andean region. Indeed, Chávez continues to employ Bolivarian symbols and his government has sought to pass an education bill based on “the Bolivarian doctrine”: a term used by the Venezuelan President to describe his socialist political movement. The measure has generated considerable controversy with some protesters claiming that the bill will open the door to socialist indoctrination in schools. In the international arena meanwhile, Chávez has said that the U.S. seeks to fracture Bolivarian unity by installing its bases in Colombia and Soto Cano in Honduras [for more on the U.S. airbase at Soto Cano, see my previous columns].

Chávez never misses a chance to use Bolívar for political ends. In a column for the state-run Bolivarian News Agency the Venezuelan President recently made allusion to an early diplomatic encounter between Bolívar and the United States. In 1817, American ships sought to supply arms to Spanish forces opposed to Bolívar in Venezuela. When Bolívar captured the two ships Secretary of State John Quincy Adams sent a Baltimore journalist with political ambitions named John Baptiste Irving to negotiate with Bolívar.

In her book Venezuela and the United States: From Monroe’s Doctrine to Petroleum’s Empire, historian Judith Ewell writes that Irving was instructed to secure the release of the ships and the handover of the vessels to their rightful owners. Irving was also told to secure an indemnity for the lost cargo. Bolívar received Irving graciously as he hoped that the diplomatic envoy would extend U.S. political recognition to his movement.

However, diplomatic negotiations quickly deteriorated: Bolívar would not back down on his position vis-a-vis the ships while Irving failed to provide the coveted recognition. Bolívar grew disenchanted with the U.S., a power which in his view had failed to provide adequate support for South American independence movements. According to Ewell, Irving did not take Bolívar’s dismissal of the shipping issue lightly. For several months, the American fired angry notes back to Adams which characterized Bolívar as a tyrant and a “Don Quixote with ambition.” “The wheels of his [Bolívar’s] government,” Irving wrote, “are clogged already with imbecility.” In 1819 Irving finally gave up his mission and returned to the U.S.

In his column Chávez made reference to the Irving-Bolívar diplomatic spat, writing that the U.S. has historically sought to head off Latin American unity. To this day, Chávez says, Washington continues its geopolitical strategy in such nations as Honduras and Colombia. A few days ago, during a summit of South American nations held in Quito, Ecuador Chávez continued to hark on this theme.

Ecuador has pursued a political alliance with Venezuela and recently the Rafael Correa government refused to renew a lease for a U.S. military base located at the port city of Manta. In Quito, Chávez was joined by Correa as well as the deposed President of Honduras, Manuel Zelaya. During the summit Chávez compared Uribe to General Francisco de Paula Santander and remarked that in Ecuador “Bolívar’s sword is more alive than ever.”

“Now I understand why Bolívar got tied up with Manuela Sáenz,” Chávez added. The Venezuelan was making reference to Simón Bolívar’s lover, a native of Quito. As I note in my book Revolution! South America and the Rise of the New Left which came out just after I wrote my piece for the Council on Hemispheric Affairs, Sáenz is a potent political symbol linking Venezuela to Ecuador.

“To this day,” I wrote in my book, “Ecuador and Venezuela still have the same flag colors. Saenz belonged to the aristocracy and met the Liberator after the famed Battle of Pichincha. She accompanied Bolivar on his military campaigns, carrying out intelligence work, raising funds for independence forces, and cheering on the troops. Saenz also demonstrated great valor on the battlefield, seeing action during the Battle of Ayacucho…Saenz’s love letters to Bolivar are preserved in a Quito museum, along with some of her garments and an oil painting showing her in her childhood.”

In her day, Sáenz remarkably rose to the rank of coronela or colonel. Like Chávez, Correa is a politician who makes skilful use of historical symbols. Indeed, Correa recently raised Sáenz’s rank to generala or general in recognition of the woman’s efforts in the South American independence struggle.

Zelaya, Negroponte, and Controversy at U.S. airbase

The mainstream media has once again dropped the ball on a key aspect of the ongoing story in Honduras: the U.S. airbase at Soto Cano, also known as Palmerola. Prior to the recent military coup d’etat President Manuel Zelaya declared that he would turn the base into a civilian airport, a move opposed by the former U.S. ambassador. What’s more Zelaya intended to carry out his project with Venezuelan financing.

For years prior to the coup the Honduran authorities had discussed the possibility of converting Palmerola into a civilian facility. Officials fretted that Toncontín, Tegucigalpa’s international airport, was too small and incapable of handling large commercial aircraft. An aging facility dating to 1948, Toncontín has a short runway and primitive navigation equipment. The facility is surrounded by hills which makes it one of the world’s more dangerous international airports.

Palmerola by contrast has the best runway in the country at 8,850 feet long and 165 feet wide. The airport was built more recently in the mid-1980s at a reported cost of $30 million and was used by the United States for supplying the Contras during America’s proxy war against the Sandinistas in Nicaragua as well as conducting counter-insurgency operations in El Salvador. At the height of the Contra war the U.S. had more than 5,000 soldiers stationed at Palmerola. Known as the Contras’ “unsinkable aircraft carrier,” the base housed Green Berets as well as CIA operatives advising the Nicaraguan rebels.

More recently there have been some 500-to-600 U.S. troops on hand at the facility which serves as a Honduran air force base as well as a flight-training center. With the exit of U.S. bases from Panama in 1999, Palmerola became one of the few usable airfields available to the U.S. on Latin American soil. The base is located approximately 30 miles north of the capital Tegucigalpa.

In 2006 it looked as if Zelaya and the Bush administration were nearing a deal on Palmerola’s future status. In June of that year Zelaya flew to Washington to meet President Bush and the Honduran requested that Palmerola be converted into a commercial airport. Reportedly Bush said the idea was “wholly reasonable” and Zelaya declared that a four-lane highway would be constructed from Tegucigalpa to Palmerola with U.S. funding.

In exchange for the White House’s help on the Palmerola facility Zelaya offered the U.S. access to a new military installation to be located in the Mosquitia area along the Honduran coast near the Nicaraguan border. Mosquitia reportedly serves as a corridor for drugs moving south to north. The drug cartels pass through Mosquitia with their cargo en route from Colombia, Peru and Bolivia.

A remote area only accessible by air, sea, and river Mosquitia is full of swamp and jungle. The region is ideal for the U.S. since large numbers of troops may be housed in Mosquitia in relative obscurity. The coastal location was ideally suited for naval and air coverage consistent with the stated U.S. military strategy of confronting organized crime, drug trafficking, and terrorism. Romeo Vásquez, head of the Honduran Joint Chiefs of Staff, remarked that the armed forces needed to exert a greater presence in Mosquitia because the area was full of “conflict and problems.”

But what kind of access would the U.S. have to Mosquitia? Honduran Defense Secretary Aristides Mejía said that Mosquitia wouldn’t necessarily be “a classic base with permanent installations, but just when needed. We intend, if President Zelaya approves, to expand joint operations [with the United States].” That statement however was apparently not to the liking of eventual coup leader and U.S. School of the Americas graduate Vásquez who had already traveled to Washington to discuss future plans for Mosquitia. Contradicting his own colleague, Vásquez said the idea was “to establish a permanent military base of ours in the zone” which would house aircraft and fuel supply systems. The United States, Vásquez added, would help to construct air strips on site.

Events on the ground meanwhile would soon force the Hondurans to take a more assertive approach towards air safety. In May, 2008 a terrible crash occurred at Toncontín airport when a TACA Airbus A320 slid off the runway on its second landing attempt. After mowing down trees and smashing through a metal fence, the airplane’s fuselage was broken into three parts near the airstrip. Three people were killed in the crash and 65 were injured.

In the wake of the tragedy Honduran officials were forced at long last to block planes from landing at the notoriously dangerous Toncontín. All large jets, officials said, would be temporarily transferred to Palmerola. Touring the U.S. airbase himself Zelaya remarked that the authorities would create a new civilian facility at Palmerola within sixty days. Bush had already agreed to let Honduras construct a civilian airport at Palmerola, Zelaya said. “There are witnesses,” the President added.


But constructing a new airport had grown more politically complicated. Honduran-U.S. relations had deteriorated considerably since Zelaya’s 2006 meeting with Bush and Zelaya had started to cultivate ties to Venezuela while simultaneously criticizing the American-led war on drugs.

Bush’s own U.S. Ambassador Charles Ford said that while he would welcome the traffic at Palmerola past agreements should be honored. The base was used mostly for drug surveillance planes and Ford remarked that “The president can order the use of Palmerola when he wants, but certain accords and protocols must be followed.” “It is important to point out that Toncontín is certified by the International Civil Aviation Organization,” Ford added, hoping to allay long-time concerns about the airport’s safety. What’s more, the diplomat declared, there were some airlines that would not see Palmerola as an “attractive” landing destination. Ford would not elaborate or explain what his remarks were supposed to mean.

Throwing fuel on the fire Assistant Secretary of State John Negroponte, a former U.S. ambassador to Honduras, said that Honduras could not transform Palmerola into a civilian airport “from one day to the next.” In Tegucigalpa, Negroponte met with Zelaya to discuss Palmerola. Speaking later on Honduran radio the U.S. diplomat said that before Zelaya could embark on his plans for Palmerola the airport would have to receive international certification for new incoming flights. According to Spanish news agency EFE Negroponte also took advantage of his Tegucigalpa trip to sit down and meet with the President of the Honduran Parliament and future coup leader Roberto Micheletti [the news account however did not state what the two discussed].

Needless to say Negroponte’s visit to Honduras was widely repudiated by progressive and human rights activists who labeled Negroponte “an assassin” and accused him of being responsible for forced disappearances during the diplomat’s tenure as ambassador (1981-1985). Moreover, Ford and Negroponte’s condescending attitude irked organized labor, indigenous groups and peasants who demanded that Honduras reclaim its national sovereignty over Palmerola. “It’s necessary to recover Palmerola because it’s unacceptable that the best airstrip in Central America continues to be in the hands of the U.S. military,” said Carlos Reyes, leader of the Popular Bloc which included various politically progressive organizations. “The Cold War has ended and there are no pretexts to continue with the military presence in the region,” he added. The activist remarked that the government should not contemplate swapping Mosquitia for Palmerola either as this would be an affront to Honduran pride.

Over the next year Zelaya sought to convert Palmerola into a civilian airport but plans languished when the government was unable to attract international investors. Finally in 2009 Zelaya announced that the Honduran armed forces would undertake construction. To pay for the new project the President would rely on funding from ALBA [in English, the Bolivarian Alternative for the Americas] and Petrocaribe, two reciprocal trading agreements pushed by Venezuelan leader Hugo Chávez.

Predictably the Honduran right leapt on Zelaya for using Venezuelan funds. Amílcar Bulnes, President of the Honduran Business Association [known by its Spanish acronym COHEP] said that Petrocaribe funds should not be used for the airport but rather for other, unspecified needs.

A couple weeks after Zelaya announced that the armed forces would proceed with construction at Palmerola the military rebelled. Led by Romeo Vásquez, the army overthrew Zelaya and deported him out of the country. In the wake of the coup U.S. peace activists visited Palmerola and were surprised to find that the base was busy and helicopters were flying all around. When activists asked American officials if anything had changed in terms of the U.S.-Honduran relationship they were told “no, nothing.”

The Honduran elite and the hard right U.S. foreign policy establishment had many reasons to despise Manuel Zelaya as I’ve discussed in previous articles. The controversy over the Palmerola airbase however certainly gave them more ammunition.
